I'm not sure why you proceeded with the purchase if there was already a discrepancy over the warranty start date before you even signed the papers. Regardless, this is clearly not a normal purchase. If you got a great deal on the car because of the hail damage then the price of that deal was a shorter warranty.
Hail damage....who buys a car with hail damage...that's like marrying a woman with ACNE

No way you should loose a year off your warranty when you buy a new vehicle. They should be willing to make it right for you. There’s something funny going on there.

Besides, if the dealer titled it it’s no longer a new car.

Dealers can purchase vehicles ...and not title them

No, it starts the day it’s put into service by the purchaser. They’re lying or stupid.
It would seem to me there has to be a bit more to this story...he indicates it's a "hail damage" car...I'm sure the Dealer explained what exactly that means..and he also indicates the Dealer bought the car from Dodge..(not an insurance company)..which also I would look for some clarification on that...this Hail damage would have had to happen while car was in dodge's possession.....one would think the dealer would have to make a full disclosure on the particulars...maybe they have...maybe they haven't...the OP hasn't given us enough info for us to figure out what's goin on...

And if the hail damage is as he say's...(3 minor dents)....the dealer could have remedied that...my guess it was subject to more than just hail damage,,and the title may indicate that...I generally walk from deals like that

Get the Carfax and see what it says about the history.

If you can't resolve the issue, start with your state DMV. Ask what your options are.

If you believe they defrauded you, let DMV know, then maybe the state AG.

Do the easy/cheap things first and work your way up. Keep track of every $ you spend in case you need to file a claim.

If they led you to believe you would have the full new car warranty and did not explicitly disclose otherwise, I think you have a case.

This really sucks, let us know how it goes!

BTW: My 2020 was built in Dec 2019, I purchased it in Sept 2020, and had warranty from the purchase date. It really sounds like they are pulling something over on you!
