The EPA was formed by executive order, not congress. This makes them just another gubberment agency that has overstepped its bounds for decades. They can not create or enforce any laws that they themselves created.
This is what is wrong with this country. A bunch of unelected, untouchable bureaucratic acting unconstitutionally.
